There are a total of 129 protected sites in the United States that are designated as National Monuments. Both the United States Congress and the President are able to establish a National Monument. The first one, the Devils Tower, was assigned by President Theodore Roosevelt in 1906. He went on to establish 18 more, but only nine are still designated.
